Map of ETJ

The Extra-Territorial Jurisdiction (ETJ) of a Texas city is that area which is outside the city limits, but under certain controls of the city. 

There is no property tax collected within the ETJ and people living in the ETJ are not citizens of the city.  An are must be within the ETJ before it can be annexed by the city.  Within the ETJ, a Texas city is authorized limited control, mostly in the area of subdivision of property (platting), annexation planning, and permitting of buildings if they are connected to city water and wastewater infrastructure.
